has been established as a world commercial product for centuries. It has proven
over time to be a profitable industry, drawing billions of dollars annually. However,
prosperity also brings controversy. The tobacco companies, as well as smoking
itself, have drawn fire from federal and state governments, prevention groups,
nonsmokers and smokers, yielding litigation, legislation and regulation.
As tobacco grew in popularity

combat its harmful effects. From the severe (a Mongolian Emperor applied the death
penalty to using tobacco in 1617) to the outrageous (King James I levied a 4,000%
tax on tobacco in 1604), attempts to regulate tobacco have taken many forms.
